Non-Open Water Facility Application Process
TEAMER Facilities are locations where technology developers and researchers can test their technologies. TEAMER will accept facility applications from any organization, regardless of whether they have previously received federal funding. Applications are accepted on a rolling basis.

Application
Facility applies to become a TEAMER Facility.
Review
Initial applications will be reviewed by the TEAMER Technical Board. Reviews will be based upon the quality of the facility without consideration of NEPA or permitting approvals. Applicants should be aware that conditional approval by the Technical Board does not mean the facility is approved yet as a TEAMER Facility in the network.
Documentation
Facilities that are conditionally approved by the Technical Board will then work to complete all requirements for NEPA, including an online survey to support Department of Energy (DOE) EQ-1 certification.
It will be the responsibility of the facility to complete and submit the requested documentation.
Facility will submit environmental documentation to Network Director via Smartsheets. There is no timeline for facilities to submit this documentation to the Network Director. The Network Director will keep the facility applicants aware of the performance period of TEAMER to ensure that applications that are unlikely to be completed by the end of the performance period are discouraged.
The Network Director will submit documentation to DOE.
Contracting
The Network Director will work with the facility to execute a Master Facility Agreement (MFA). Master Facility Agreements define project guidelines, terms and conditions of participation in the TEAMER Facility Network, payment methods, and more critical details. For institutions requiring alternative contracting documentation, the Network Director will attempt to modify the MFA structure to meet these requirements.
Approval
Upon final approval, the Facility becomes part of the TEAMER Facility Network.
