Water Power Commercialization at National Laboratory of the Rockies
Facility Overview
Since 2019, the National Laboratory of the Rockies (NLR) has worked to alleviate market barriers and enable commercialization for marine energy systems. NLR’s commercialization team brings a network and expertise to translate early-stage innovation into market-ready solutions.
Staff bring expertise in policy and regulatory analysis; science, technology, engineering, and mathematics (STEM); workforce development; stakeholder engagement; and industry network development. The team evaluates regulatory frameworks and deployment processes for marine energy and other ocean technologies by analyzing policies, government programs, and public funding mechanisms that support sector advancement.
In alignment with these efforts, the team works in partnership with the U.S. Department of Energy (DOE) and marine energy developers. Some work in support of these efforts includes the design and implementation of prizes, collegiate competitions, and vouchers. The team has also developed a risk management framework for DOE–funded research, development, and deployment activities. Participation in this risk management analysis is required for projects seeking to undergo open-water testing.

Facility Capabilities
The National Laboratory of the Rockies is the only national laboratory supporting the full development life cycle of marine energy technologies—from early-stage design and laboratory validation to open-water testing—helping developers streamline design and deployment and delivering economic solutions for coastal communities and offshore industries.
